This prophecy was fulfilled in 67 A.D.
Cestius Gallus surrounded Jerusalem with his Roman Legions and then left! This is known as the greatest military blunder in history! He completely surrounded the city and could have easily taken the city. Why did he march his armies, from what is known today as Syria, just to turn around and leave? To fulfill the prophecy above, spoken by Jesus, and allow His sheep to flee to the mountains, and those who knew of the prophecies preached by the Apostles, to depart out of it, before Titus brought his Roman Legions in 70 A.D. to utterly destroy the city and throw down every stone of the temple.
The truth of scripture, as revealed by scripture, when compared with scripture.

Luke 21:20-22 And when ye shall see Jerusalem compassed with armies, then know that the desolation thereof is nigh. Then let them which are in Judaea flee to the mountains; and let them which are in the midst of it depart out; and let not them that are in the countries enter thereinto. For these be the days of vengeance, that all things which are written may be fulfilled.
