Paul is describing a particular group of people, set apart from another group. Looking forward to verse 8, we find that there is also a group of people described as bastards, which are excluded from the chastening of the Lord.
The Lord scourges all those He receives. The Lord receives these people by adoption (Ephesians 1:5) at the time of regeneration, when they are translated into His dominion and authority (Colossians 1:13), from the power of darkness, being delivered to Him by the Father (Colossians 1:12, John 6:32, 37, 39, 44, 65).
