Unless a man is born again, or rather born of the Spirit, he is not able to comprehend the things concerning the new spiritual kingdom.
As Jesus will point out in verse 5, a man must first be born of water, or rather "washed by the water of regeneration", and also born of the Spirit, referring to conversion, a man cannot enter into the kingdom of heaven.
